Indian tobacco is exported to around 100 countries. India is the world’s 2nd largest producer of tobacco with an estimated annual production of around 800 million kgs. The total export of flue-cured Virginia (FCV) tobacco in July 2021, was US$ 18.7 million, while for a period from April 2021 to July 2021, it was US$ 139.6 million. India export unmanufactured tobacco primarily to Belgium, Korea, Nigeria, Egypt and Nepal. Western Europe is a key market for Indian tobacco export.

Given below is the Process for getting a Tobacco Export License in India:
The Tobacco Board of India is a facilitator for tobacco growers, traders and exporters.
The Tobacco Board, apart from issue of annual registration for various categories of Traders (Exporters & Manufacturers) under the Act, also grants Registration-cum-Membership Certificates as outlined, in Chapter 2 of the Foreign Trade Policy and Hand Book of Procedures.
Application for RCMC is to be made in the prescribed Form (ANF -2C), which can be obtained from Tobacco Board on request or downloaded from the Tobacco Board website. The procedure for online application for RCMC is available at http://www.tobaccoboard.in/REGISTRATION/RCMC%20Certification.pdf.
The completely filled in application shall be submitted online to Board (along with scanned copies) at http://www.tobaccoboard.in/ or physically to Tobacco Board, Guntur.
The following documents are required for filing the application :

- Self Certified Photocopy of the Import Export Code number issued by the DGFT Office.
- Self Certified photocopy of Registration Certificate issued by Tobacco Board as an exporter.
- Self Certified photocopy of PAN card of the owner of the firm.
- Self certified copy of Partnership Deed / Memorandum & Articles of Association (Latest copy, if there are any amendments)
- Self certified list of Directors on the Company letter head.
- Original RCMC certificate issued earlier (in case of Renewal).
Registration is granted as Merchant Exporter or Manufacturer Exporter. In case the exporter desires to get registration as Manufacturer Exporter, he shall furnish evidence of manufacturing activity owned by their firm (for example License issued by Industries Department/IDR Act, 1951)) or MSME registration along with application.
Registration is granted for a period of 5 years, which is valid from 1st April of the licensing year in which license was issued.
In case of change in ownership, constitution, name or address of an exporter, it shall be obligatory on the part of RCMC holder to intimate such change to the Registering Authority within a period of one month from the date of such change.
Tobacco Board issues an RCMC in about five working days from the day of application, if the application received is in order in all respects.
